I want to make a DE with Python and Qt for Tablet devices that has a UI like the amazon fire HDX. Can someone help?

Well, there are several available, KDE, Gnome, MATE, Cinnamon, Budgie, Soas, Xfce, LxQt, and a few others...

You are welcome to write your own, this usually takes a team of a couple of dozen people 4 or 5 years to do.
Not only do you have to build the DE framework itself, you have to build all the apps for that specific DE,
9sound mmanagerGUI, networkManagerGUI, appManagerGUI, packageManagerGUI, usrManagerGui, FileExploererGUI, etc...

Find one thats similar to what you want to build, and copy it, ..

Yeah, it's a pretty daunting task.

Yup. If your needs aren't met by one of the many choices, you can always fork the project to make it your own. A good example of that is a single person who was unhappy with the move from GNOME 2 to GNOME 3. So, they forked it and named it a local tea. You might know that desktop environment as 'MATE', named after an Argentine tea.

In that case, there were some circumstances that made the project more likely to succeed. The gist of it is that all sorts of people did not like the direction GNOME was taking. That would be what we call a 'contributing factor'. Some of the people who didn't like GNOME 3 decided they'd join in with the MATE project.

And so MATE was born and successful.

I do not know of any current dynamics that would make that likely to happen today, but it was more likely to happen at that specific time. All sorts of people felt that GNOME had abandoned them and that the GNOME developers were no longer listening to feedback from the community.

That is a very specific set of circumstances.

You'll have a huge head start if you start with existing code and then modify it to suit your needs. They're all open source, with permissive licenses. You're free to fork them as much as you wish, so long as you abide by the license(s),
