Can't drag window title bar

I just installed Mint 22.3 on 15 year old HP Pavilion laptop, and boots up fine; but when I click and try to drag on an opened window's title bar, nothing happens, I can't move any window.

To make it clear, in the screenshot below, if you were to click and drag that window to another position, it will not cooperate?
The red arrow indicates where I am clicking and holding that window to drag it

Do you mean like this...

Place your mouse on the window..left click and drag...easy.
