The codename is Oracular Oriole and development has already begun:

In reality, there won't be a lot of work as the testers/builders take a couple of weeks to unwind. But, there's a codename and some seed files for the flavors to work on.

We'll see where development takes us. Ubuntu doesn't stand still and this impacts a ton of other distros. So, we shall see... I don't even know of any overall goals for this release but it's sure to be different than the last release.
