I noticed when i installed popos in the hz setting there was a 60hz and a 119hz, i was able to set my display at 119hz.
But in win10 there is only 60hz option.
Is this a bug?

I doubt it's a bug, so long as the higher rate is actually working.
What you may have found is one of the rare instances where the Linux drivers are better than the Windows drivers, or you just don't have the optimal driver installed in Windows.
