I am not too familiar with Rufus but does Rufus create the bootable USB properly ?
How did you verify it did ?

It does create bootable USB but it also modifies the ISO image.
rufus is only good for if you're using Windows, make sure to use DD option when creating Linux USB otherwise you might experience issues or downloading additional components.

Linux is known to have problems with Rufus, that's why many of us now suggest Blaina Etcher
