Linux is a multi-user operating system by design. Having multiple users is kinda important - but they're not all logged in or anything, at least not always and normally. Well, you can see which users are logged into your system and glean a wee bit of information by looking. It's not really a useful tool if your goal is to see exactly what they're doing. You'll need other tools if you wish to spy on 'em.
