I am not familiar with Xubuntu....but.....there is likely a setting listed under Appearance?......or Panel Layout?........

To customize the panel(s), you just have to right click on the panel and select “Panel -> Panel Preferences”.

If you go ahead and reinstall, install Timeshift and save snapshots to an External hdd

that will save you just in case something goes south !

Try -

rm -r ~/.config/xfce4

reboot
This will reset to defaults
