Another thought friend:
Could it be that the GPU in his lappy lacks the ability to handle a second display/monitor?

My thinking is that there is a reason why the configuration for the display is not sticking.
 


GPU matters are a bit beyond my ken. I have run two monitors before, but not for 5 or 6 years, was then using xrandr and gui display.

Brian @Condobloke runs two, he may know - not sure if he goes as far as GPU knowledge.

Did your Linux Mint system automatically configure this GPU under the 2 monitors that you have?

And, is this under Wayland with full support or X11?
 
This is X11, automatic configuration did not happen.

I added a panel to the 2nd monitor. Added a menu button to it. Had trouble getting it to stay in the left hand corner.

Then started to add icons for the various apps I wanted on that side. Not an easy task....they continually moved themselves to the right hand corner, would not settle even in the middle of the panel. i found eventually if I picked up an entire bunch of icons and dragged them to theextreme LEFT of the menu button.....the menu would/move itself out of its corner and make a space......most of the time they would 'stick' there....but not always...trial and error is the order of the day.

Once I had achieved getting those icons settled in place, things started to move along.

Time taken....in excess of an hour. ....on my first 'try'..in excess of two hours ....Frequented with only the type of language you may hear from an ex shearer.

Was this the Cinnamon DE or another DE?

As soon as @Teklehaimanot answers the following

I am wondering if he has the usual choice with KDE at login to choose xorg (in session box near top, usually) and see if it has the same problem.

...we can establish whether the dual monitors work under X. If Yes, it is likely a Wayland issue, if No, then we must explore other options.

Sorry for the delay. I'm tending to a new installation that didn't go well.

I see the first monitor shows as a built in screen and the second shows as a Dell U2719D.
It looks like the laptop monitor is being seen yet not the Dell monitor.

Take a look in your Xorg.log file.
Go to /var/log and find the Xorg.o.log and tell me if you see both of your monitors listed.

For example mine monitor is a Gibabyte brand and it shows up as GBT.

With XFCE you may need other pkgs or libs as the XFCE DE is light.

What made things better? Was it switching to Wayland under Plasma?

I've had a good experience running Plasma in X11 in my Slackware install.
I haven't switched to full Wayland yet.
 
I did not understand how it worked for me, because I was trying different things. One of them was, I installed LXQT.
