What DE is your Linux Mint 22.3 using?

Is the extension installed?

The window mgr and the configuration is for X11. From what I read on the page you linked. If there is a mismatch with the rules verses the config for the window mgr the results may be undesired to say the least. You would have to export (pull from) the settings to manage the extension. Then, edit the extension to manipulate it in a text file editor.

This is a complex way of obtaining the cinnamon-spices extension.
It appears that the rules in the order in which the developer explains, would have to be understood 'very well' to proceed.
Otherwise you could bork the config to your DE.

Our member @Condobloke is well versed in running Linux Mint.
I suggest you wait to see how he could advise you on this.

According to his description the desired results behave the same as the Gnome Extension (I used on Ubuntu to great effect).

I would love this to work, but simply no joy.

Found a workable use case alternative...

Save Session in Cinnamon using DConf editor.

Save Session in Cinnamon using DConf editor.
After you exported did you edit it in a text editor and then re-import it?

I'm not familiar with DConf editor is this the case alternative?
 
I did edit in text editor (save), then re import. No changes were working.

Using DConf editor to "save session" keeps open windows "open" when restarting... it does NOT retain workspace desktop position however. Everything is dumped in the first desktop.

Somethings is a miss or missing is all I can think of.

Maybe write to the dev and see what he says.
