Will chat control actually kill open source operating systems?

I was reading mullvad’s article on the eu’s chat control proposal and how it would affect open source operating systems like linux, here https://mullvad.net/en/blog/eu-chat-control-law-will-ban-open-source-operating-systems

but the last paragraph worried me

- “If and when this law goes into effect it would make illegal the open source software services underpinning the majority of services and infrastructure on the internet, an untold numbers of appliances and the computers used by software developers, among many other things. To comply with the law all of it would have to shut down, globally, as the servers providing software and security updates can't tell the difference between a web server, a Japanese software developer, a refrigerator and an EU teenager.”

I’m worried that this would mean they actually have to shut down, I really hope not, would they still remain in development and still be accessible? I just really want someone who knows more to explain this to me, I’m also aware that the article has an update saying that open source operating systems may be exempt from these regulations, but I still want to prepare for if it actually happened

I'll add that just the nature of it being open source is a robustness against deflation. It's resistant to seizure, control, and banishment. FOSS is one of those fires that is very hard to extinguish without absolute control of the people.

I had to phrase this properly. This is one of those times where it'd be easy to slip into a discussion of politics.
