Why does the /etc/system command keep running on Ubuntu and cannot be terminated?

When I connect to the server(Ubuntu 20.04.5), I find that the CPU is filled with the /etc/system command as shown below.

What should I do to fix this? I have tried to kill the process, but a new process with a new PID comes up.
