Trying to install samloader-rs with no success

Hello
This might be a really dumb thing to post here but I don't really know what else to do
I've been trying to flash my old phone with a custom rom, when I got to a part where it asked me to download a specific software; ie samloader-rs I couldn't for the life of me figure it out


This is the github page, There's two tar files on it, one for arch and the second for everything else (i think, please correct me if im wrong)
I downloaded the one that wasn't named with arch.
when I extracted the tar file it just gave me an executable file but i cant execute it.
i tried looking up a guide when doing the darn thing and i found this one:


There's a line on it where it uses pip3 to install something from the github page (i think pip is used for python, i have both installed) and i keep getting the same error

I couldn't find anything online to do with this and I'm stuck
I'd be happy if someone could help me please
