Reinstalling Pop and have the Gnu Grub v. 2.04 block

In boot manager, I get this message: selected boot image did not authenticate
Then GNU GRUB version 2.04
Minimal BASH-like line editing is supported.....
I type ls at the grub> prompt and get
(memdisk) (hd0) (hd0,gpt4) (hd0,gpt3) (hd0,gpt2) (hd0,gpt1) (hd1) (hd1,msdos2)
grub> ls (hd1)

I tried other commands from other posts on the same topic but still no luck.
I also downloaded Pop again(rufus) in case the file was corrupted but it made no difference.

Can anybody help please?
 


Check and see if Secure Boot has been disabled or not it should be disabled
yes it is but i tried to change it and get this message:
Operating system change mode change (021)
2006+enter - to complete the change

...but I don't see how to enter the code, and it doesn't save the change
 
In System configurations, under Boot options this is what I have selected:

UEFI Boot order

When I restart the laptop it still does not boot from the USB drive...

During startup with the USB plugged in tap the F12 key a few times and see if that brings up a one time boot menu then select the USB Stick to boot - Dell and Acer is F12 - others may use a different key

It's an old HP
I restarted with F12 and have 3 choices:

Pop!_OS
Pop!_OS recovery
Reboot into Firmware Interface

I choose the last one and get:
Startup menu
F1 System Information
F2System diagnostics
F9 Boot device options
F10 BIOS setup
F11 System recovery
Enter - continue startup

I select F9 and get:
Boot option menu
OS Boot manager (UEFI) - Pop!_OS 21.04 (HGST HTS545050A7E680)
EFI HDD Device (HGST HTS545050A7E680)
USB Hard drive (UEFI) -Lexar USB Flash drive
Boot from EFI file
USB Hard drive Lexar USB Flash drive
Notebook Hard drive - HGST HTS545050A7E680

I chose USB Hard drive Lexar USB Flash drive and now have a bunch of code running in DOS. It is installing again!!

On some HP it maybe the Esc or F9 key HP has a few different setups to enter the one time boot menu that does not look like the USB boot menu but more like recovery options - you could select the first one Pop!_OS and see what happens

I chose:
F12
Reboot into Firmware Interface
F9
USB Hard drive Lexar USB Flash drive

and now I'm going through the final installation and configurations, so it appears to have fixed everything and if the rest of the installation goes well I'll have my laptop back.

If the HP is under 8 yrs old it should be F9 for short boot,

[POP doesn't play nicely with HP kit] I could not get it working satisfactory on my test drive and HP desktop.
