Make mounted media use the “noatime” property

How can I configure Ubuntu (15.04) to use the "noatime" property with any media that I mount (whether it be flash-drives, SD-cards, etc.)? I understand that partitions that are mounted on start-up can be configured with "noatime" by adding that flag to the partition's entry in /etc/fstab. However, how can I apply this to other storage units (like removable media)?
 


GNOME Disks has the ability to change mount flags though I beleive the settings are not saved. If they are saved then most likely they only apply for that one device.

Perhaps Automount has a config file you can edit? Assuming that Automount is still being used by Ubuntu.
 
Thanks @ryanvade , but "Automount" is not used by Ubuntu (unless I missed it). Ubuntu uses other processes/daemons to auto-mount media. I also checked org.gnome.desktop.media-handling (in dconf) as I saw on https://help.ubuntu.com/community/Mount/USB#Configuring_Automounting , but there were no parameters for flags.

Using GNOME-disks would not work because I need permanent global changes.

Ubuntu uses "udisk2" and "udev" ( http://askubuntu.com/questions/214646/how-to-configure-the-default-automount-location ). I am not sure how much (if at all) GVFS plays into all this. I suspect a udev rule would exist for declaring such flags, but I have not yet seen anything. I also asked this same question on http://askubuntu.com/questions/676470/make-mounted-media-use-the-noatime-property , but no one has answered.
 
I know manually you could use 'mount /dev/device /mountpoint -o noatime' but I'm not sure about doing that automatically.
