I would try using balena etcher on your pc....first. (ignore the error for now)

It will tell you if the procedure has been successful

I used Rufus last time so I used it again and I now have Linux Mint 23 on a USB stick. I will download it later as per your instructions later tonight.

The procedure now is to boot the laptop to that usb stick....usually accomplished by starting the laptop from scratch and then tapping a particular key to show the boot menu....sometimes called the short boot menu.
A search should reveal which key to tap

Once you have arrived at that boot menu select the usb stick to boot to. (plug it in first before you start all this)

As long as you used Balena Etcher to "attach" the .iso file you have downloaded, to the new usb

So, download the newest version of Linux mint to your pc......then use balena etcher to attach the file you downloaded, to the usb stick

I have found the information that I was searching for and am now able to replace my ios to the newest version of Linux Mint 21.3. I used Rufus when I originally downloaded Linux so I just downloaded it from your link then redid the copy to my USB.
