How convert sound to HE-AAC ?

Hello. Thanks for reading my topic.
Here Ubuntu 24.04.3 and using ffmpeg and nvencc both not has option to allow convert to HE-AAC.
How convert sound to HE-AAC ? Need dependencies ? What software does converting to HE-AAC ?
