Where would I set/clear that?

Well, you can at least check with this command:

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

Share the output of that.

If you want to change it, cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor - but you need cpupower installed to do so. It'll be in your default repositories.
 


For all of my helpful, brilliant friends here in the Linux Forums - a status update on the Dell: I cleaned out a laptop hard drive and installed it in the Dell tower with Velcro, hooked up the cables, and installed LMDE7 in very short order and with no hiccups at all. The machine is running fast and normally. The old 1 TB hard drive was definitely bad, but I'm leaning toward the idea that the LMDE distribution might have a more suitable set of drivers. Anyway, I'm overjoyed and very grateful for all of you!

I plan to check this as you suggested, @KGIII. Just to learn a little about the defaults and options. Thank you!
 
3 hours, before I took out the bad hard drive and rebuilt the system, to back up my data. 30 minutes, more or less, to restore it from the storage media. I'm loving it!
