First, I'm on Mint Mate (just in case you cannot see my sig), and I want to put certain apps in the "Places" section of my menu. For example, LibreOffice Writer. Drag and drop does not work like it does on Cinnamon, but is there another way?

In context menu choose Preferences. Go to Places. There you can add Custom Places. You can not add apps to the Places Entry as far as I know - it's for Places ;-)

Just elaborating a little on the above.

Entries listed in Places, when clicked, will open your File Manager (in the OP's case of MATE, named Caja), focused on the entry that was chosen.

These can be
  • partitions on your rig which house a Linux Distribution (I am a multi-booter) or
  • folders in your Home folder or partition.
Access to apps can be achieved from your Start Menu, or from an icon on the Desktop, or from a Quick Launch icon in your Panel, as you wish.
