I know it sounds strange but I'd like to know if I can run MacApps like GarageBand can run in Linux.
On older releases, they used to use DVDs (Snow Leopard on back)Does apple provide macOS to the general public?
Like Windows applications, you'd need a compatibility layer. For Windows applications, that is usually done with WINE. For MacOS applications, that's usually done with Darling.
