Why is there so much software available for linux when so few people use it?

That's because their is actually not enough Linux software. I can't update my Uniden Radar Detector or the head unit in my Subaru because there is no Linux software that can do that since there is only Windows and Apple software available for those tasks. Wine and all it's derivatives don't work in these cases which is why I have to use Windows for those tasks which I have on a separate Laptop computer. Because of issues like this not many people are willing to go through using two different operating systems which is why the use of Linux is not more prevalent.
