On a vary good night my download speed is 1meg. Can i download a game from Steam in town on a USB then install it to my home PC?
After i get the game download "Project Zomboid" will i need an internet connection and need go to the Steam website to start/play the game?
LOL im old and this will be my first real game not from a CD.

i decided to experiment and downloaded Steam. im in the process of downloading a free game to a USB drive. if my math is right it will be a 5+ hour download at 300kib/s.
i will update tomorrow.

Ok is looks like you can play games"well this game" from USB without internet.

No, the only thing is you will have to log in once so that your account setup is cached. However you could probably do that by doing that on the computer where you are downloading the game and just also copy the ~/.steam directory to your usb drive and then copy that directory recursively to the computer at home the one without an internet connection.
