The cpupower tool until now was blindly reporting Turbo Boost as "active" even if it was disabled on the system

That has never been the case on my computer. Not with my old CPU (i7-4770), not with my current CPU (i7-12700F). Probably because I've always used intel_pstate=disable and used extra/cpupower instead.
