Insertion order affects USB devices

I am using Linux 3.0.1 on an arm9board OK6410-BH. I have a USB encrypted memory stick and associated token.

If I insert the encrypted memory stick first it appears as /dev/sda, the token then appears as /dev/sdb. The program to enable the encrypted memory stick then works ok and the unencrypted data is mounted.

If I insert the token first it appears as /dev/sda but when I then insert the encrypted memory stick it appears as /dev/sdb and /dev/sdb1. The program to enable the encrypted memory stick then runs ok but the unencrypted data is not mounted.

Can anyone suggest why the insertion order is affecting how the devices appear?
