Isn't it possible to designate some cpu cores or cpus (in case of a multiple cpus system) to boot or shutdown simultaneasly or randomly several operating systems in the RAM by partitioning the RAM the same with gpu for split image in a multiple terminal environment on one monitor or more than one monitor (Note: the operating system are/will be installed in the RAM)? Can the BIOS be programmed for this?

An Operating System installed on RAM will be erased when you shutdown your computer because RAM is volatile memory.
 
Maybe this is something for the free (opensource) hardware foundation?
Maybe it should be done in the one of the levels?
Is there a place for RISC?
How about compiling MSWindows? Every install in a terminal packet to compile and install in the directory. Using midnight commander as a monitor.
 
And what about the audiocard multiple cores and RAM for better sound ranging from high level to low level: 3-dimensional sound even vibration.
 
I'm not really understanding what you're saying.
