    If you have access to another PC with working ports and a HDD reader, you can plug your HDD into another Computer with USB ports, install it to the HDD from that computer, then plug your HDD back into the other machine. When I rebuilt my Mac, it has non-working USB ports and that was the only way that I could reinstall (at the time, OS 10.13).
