RHEL 8 hangs during boot decrypting

I installed RHEL 8.9, server with graphics. LVM and Encryption turned on. Standard filesystem layout (did not go with custom).

Everything seemed fine, the system was usable.
I rebooted the system.
When I enter decryption password, it does not proceed any further, hangs at decryption, spinning wheel forever.

I waited for couple of days to no avail. It doesn't ever come back. It is stuck at the spinning wheel. I am sure the password is correct. If I enter the wrong password, it quickly comes back to the decrypt password prompt.

The primary boot SSD is Samsung 990 Pro 4TB. Could it be RHEL does not support its Pascal controller, latest-greatest? I had no issues enabling LUKS on 970 Pro and 980 Pro. Anyone else ever see this?

I see no other options but to reinstall at this point, totally unacceptable given the work I did on that box. Unless I hear some suggestions, but I cannot boot/decrypt.
