Is this a safe way to turn off RST so Linux Mint can be installed on a Windows 11 machine?

Yes, it's safe to alter the BIOS/UEFI option to AHCI and indeed preferable if not running RAID.

Before installing linux mint, it's also useful to disable fast boot, and secure boot in the BIOS/UEFI.
