What does "-C" mean in the following command

Hi there,

I am new to Linux and my knowledge is extremely limited.

I have the following command

tar xvzf test-QCOW.tar.gz –C /Red/blue

I understand most of this command, pretty much we are untaring(unzip) a file called test-QCOW.tar.gz to a folder located at /Red/blue, but when does "-C" do?
