Have Linux Mint Rebecca 17.1 .386 installed.
Get some great wallpaper pics at startup but am unable to find them to use as
normal home wallpaper.
Is there a folder for them?
How do you access it using the command line and activate the one you like?

Hey there - I'm sure someone knows where they are stored, but while in your GUI, you should be able to right click and pick 'change desktop background' which will open up a filemanager window. Try it with some pictures you have downloaded til someone smarter than I am replies with the location of the ones at startup.

go preferences
select backgrounds
right click on the one you fancy
select set as default/wallpaper

Thanks It worked great , took forever for background preferences to load
but finally and picked a nice one.
I guess the long load time has to do with the processor.

I'm glad you found one you like. If you ever want to change it again in the future, and want something that fits your personality better, check out wallpapers.com. Since @stan and I from Chicago, I found this one of the Chicago Skyline, and it's actually quite nice.
