Usermanagement when using symmetrical update

Dear

I am developing an embedded system, which is currently using symmetrical update (2 boot partitions, at update you overwrite the other partition and reboot in the other partition).

The system is used by various users which all have the responsability to maintain their credentials. Currently the default linux tools are used like passwd to add users/change passwords. However these tools are storing their information in /etc/passwd & /etc/shadow.

When updating the system, all this user information is lost. How can I solve this to have a shared user database between boot partition A and boot partition B?
