I have tried to install a few different Linux distros. First was Linux mint cinnamon, Pop OS, Ubuntu, and Fedora.
Linux mint I get error 5 when trying to install.
Pop OS error not media found
Unbuntu sorry didn't get the error for this one but failed during install
Fedora did install but after first reboot never boots again.
I have turned off secure boot
It is set to use UEFI
I have tried every USB port on my motherboard.
I have tried multiple USB 3.0 and USB 2.0 drives. I have also bought new of both.
I am getting the same issues on all of them. Using my oldest USB drive and it installs windows with no issues.
I tried using Rufus in both mbr and gpt with and with out DD
I have tried belona etcher.
I have tried all of my USB's using both programs.

I am installing on an MSI Pro b650-p motherboard
Samsung 990 EVO 1tb nvme hard drive I have two in the system and I have tried installing on both.
Nvidia 3080 gpu
64gig 6000 ram 2 32gig sticks.
And Ryzen 7950x3d CPU.
Im currently back on windows since it installs with no issues.
Any help and Ideas would be appreciated.

Welcome to the forums

Why Linux fails to load/install direct to HDD, common reasons

1] Corrupt download [check SHA sum]
2] bad burn to installation medium [try again] [if you used Rufus then try Balena Etcher]
3] Wind 8.2 and higher quick start/fast boot or secure boot not disabled [doesn't normally apply to older versions]
4] defective pen-drive/DVD
5] hardware fault,
5A] If old style HDD run integrity check
5B]if SATA SSD check for hidden partition at the beginning of drive [this will stop Grub from loading] and delete it before re-installing Linux
If M2.NVMe check, your system is NVMe compatible [not all older kit is]

1] Corrupt download [check SHA sum]
Done this multiple times

2] bad burn to installation medium [try again] [if you used Rufus then try Balena Etcher]
Again tried this multiple times with both programs
3] Wind 8.2 and higher quick start/fast boot or secure boot not disabled [doesn't normally apply to older versions]
I have tried with both disabled and enabled
4] defective pen-drive/DVD
Again used a total of 8 different USB flash drives. Bought new of both 3.0 and 2.0
5] hardware fault,
Looking into this but everything so far is checking out as good
5A] If old style HDD run integrity check
new Samsung 990 EVO nvme 1tb drives been running windows with no issues for the past 3 months
5B]if SATA SSD check for hidden partition at the beginning of drive [this will stop Grub from loading] and delete it before re-installing Linux
If M2.NVMe check, your system is NVMe compatible [not all older kit is]
It is compatible with the system I have.

Fedora did install but after first reboot never boots again.
At first glance you're hardware looks fine. Motherboard is a month newer than mine, your cpu is the same generation as mine a bit newer though. I also use Fedora, what actually happens when you reboot after installation with Fedora?

blank screen nothing ever shows up. I shows the MB splash screen then just goes blank and nothing ever happens. I did unplug all my monitors from my Nvidia GPU and plugged into the onboard HDMI and still same MB splash screen then nothing.

Try using DisplayPort instead of HDMI and also try disabling G-Sync on your monitor?

G-sync is turned off but didn't try the display port. I will get back to you on that one.

Did you see a Grub screen at all and did you happen to encrypt your nvme disk during installation?

Check if there is a firmware update for the NVMe [common problem on Samsung]

But I think it may be a hidden <10mb partition at the beginning of the NVMe check the full disc using partition magic or similar

Bit of an 'odd' one, this.

Research appears to unearth all sorts of complaints on multiple fora - not necessarily with this specific board, but with many boards that use the B650 chipset - and curiously, in many cases an Nvidia 3000-series card is involved.....even if it's not directly related to whatever's causing the issue. And in most of these cases, it's more often than not where Linux is in use. But NOT always; Windows is, apparently, not immune either.

Conclusion would seem to be that the B650 and Nvidia RTX-3000 cards don't "play nice" under Linux. Hardly surprising, given that the B650 chipset is produced by Team "Green"'s biggest direct rival....Team "Red" themselves, who would far sooner you use one of their GPUs!

(shrug...)

have you tried to install to an intermediary, non-samsung ssd? it's not ideal - but what happens? if it still fails I'd hazard a guess that the issue is with the motherboard itself.

@jurak,
I would try to install Ubuntu without the NVIDIA card. You can use the onboard graphic of your motherboard (I would also try Dual-Boot, Linux beneath Win).
You can also try to use the Ubuntu-live system, does it work (Ubuntu runs via USB-Stick, only for test purposes) ?

If you have no errors during installation (reboot a.s.o) you can try to install the NVIDIA card afterwards.

OK folks, at this point it is likely a good idea to allow the OP to come back to us with answers, before taking it further (& I commend the Helpers for their efforts).

If the OP adds to his answers

computer brand and model number or custom-built?

... that would be well and good.

TIA and

Linux mint I get error 5 when trying to install
Just need to clarify something about the error 5 you are getting - is it "[errno5} input/output error" you are getting - the error listing needs to be exact this will help with solving your issue - sorry about jumping in @wizardfromoz but needed this questioned answered
you also said you have turned off "secure boot" but have you turned off "fast boot" as well?
