I have purchases Ubuntu 22.04 on disk, but it won't install properly.

your post tells us absolutely nothing, so why purchase Ubuntu, why not download yourself for free?

I am guessing you are a newbie to Linux

Welcome to the Linux.org forum.
We need a bit more info on your machine in order to be of help.
What machine are your trying to install ubuntu on? how much ram? does your machine allow you to boot from the DVD drive? Or Usb drive your may have to set that in bios settings. If it's a UEFI machine you will want to disable secure boot and windows quick or fast start. In any event let us know about the machine your trying to install on.

My machine is a Samsung 355V4C laptop with 6Gb of ram. The Ubuntu 22.04 install begins ok but then I get the message "Failed to start Ubuntu live CD installer. Failed at package install time"
 
so is it about 12 yrs old AMD twin core ?

Sounds like you may have a method problem,
1]turn off laptop completely [not hibernation] [if in doubt, press and hold power button down until all lights go out]
1 insert USB in primary socket [that's the one closest to the power supply] or the DVD in the optical drive [to open optical drive without power, gently push a straighten paper clip or similar into the hole near the LED on the door]

NOW SWITCH ON and as you do keep tickling F10 to open short boot menu, select the USB or the DVD whichever is appropriate, and let it run.

BUT, before you start, have you been running Windows 8,2 or higher on this machine ? If so, it probably has secure boot and possibly quick-start, both of which need to be disabled in either the UEFI/BIOS or the windows' security applications.

Why Linux fails to load/install direct to HDD, common reasons
1] Corrupt download [check SHA sum]
2] bad burn to installation medium [try again] [if you used Rufus then try Balena Etcher]
3] Wind 8.2 and higher quick start/fast boot or secure boot not disabled [doesn't normally apply to older versions]
4] defective pen-drive/DVD
5] hardware fault,
5A] If old style HDD run integrity check
5B]if SATA SSD check for hidden partition at the beginning of drive [this will stop Grub from loading] and delete it before re-installing Linux
If new M2.NVMe check, your system is NVMe compatible [not all older kit is]

There was a problem with Ubuntu a while back [I thought it was fixed, but maybe not] try installing in safe graphic mode.
 
Just a thought: Check your internet connectivity ping -c4 www.google.com.
"...at package install time" is most likely when it runs an automatic update on its repos before running the installer.
 
I tried installing in safe graphic mode and it looked more hopeful, but ultimately failed. I have Windows 7 installed and also Ubuntu 16.10, just a thought, do I need to uninstall the previous Ubuntu before installing 22.04 version?

It's very unlikely graphics would play a role here. It doesn't change modes during the installation AFAIK (haven't used a vanilla Ubuntu in graphical mode since before they invented cat-eared hoodies)

Nope, as long as you have an/some empty partition/s to install on, it should run the installation, add an EFI executable for the GRUB version it just installed, detect all other OSes and add them to the GRUB boot menu, and be done. You are targeting the correct partition and it is large enough I presume.
