What i'm saying is that i'm "great" at spying: i still frequent political websites without any intention of getting involved in the discussion. Saying that Russians are "great at spying since..." is an automatic over-simplification of things that have happened, sometimes those kinds of generalizations are helpful but that article that was posted is certainly better. The folks who wrote that actually went to some effort to spy on people...Nah...
See, they've unclassified paperwork and we've found out about things decades later, or even found out (like in the case of UK's intelligence which had five or more of 'em at the same time), etc...
You find out after the damage is done, or catch 'em in the act after they've done a whole lot of damage.
Given how much we do know (which is quite a lot), they're pretty darned good at it.
We had all sorts of issues trying to spy on 'em. That's one of the reasons that prompted Power's U-2 flight and satellites.
I think we can safely use what we know to make broad historical statements. This was made easier to demonstrate when the USSR collapsed.
And, given how many stories we get like this, I dare say they're still pretty good at it.

We have mountains of evidence.
One of the things you seem to not understand is that this very example is a success. Success isn't going forever without getting caught. Success is getting information you didn't previously have. That and we have entire bodies of history open for public scrutiny.
Just 'cause they get caught some period down the line isn't really material. What is material is all the stuff they get away with. Even today, the hacks are coming out of Russia.
