Streaming video test device

I'm in need of a device that will send video via the hdmi port to a hardware encoder. Simple enough on the surface, but there are a couple of caveats I'm still working through.
  1. Unit must be remotely accessible, shell only.
  2. Video will be delivered to a specific HDMI port using ffplay (or?).
  3. Preference would be to not have any GUI installed, even if unused. IE, stream directly to the HDMI port.
  4. Videos will be pre-encoded at the desired resolution, IE no on-the-fly transcoding.
I'm able to send a stream from an SSH session to the screen of the currently logged in desktop user using the DISPLAY = :0 variable, but this has it's challenges too. User has to be logged in, etc.

At this point hardware is an Intel NUC, but that's negotiable.

PS Remote shell access is a no-brainer, just including that tidbit for reference.
