How to run multiple xorg in debian9?

Do you mean run multiple desktops? Install them and switch between them via a login manager such as sddm, slim, lightdm. If you're asking how to open different ttys you can do that with ctrl+F1, F2, F3 .... if something else you might want to rephrase your question so we can provide a better appropiate answer.
