Not really, no. It just means that its a kernel with a lot of drivers in it for older hardware. It's commonly referred to as the Hardware Enablement Stack, but it's just kernels.
If they'd activated the 'pro' features, they'd get longer support. That used to be known as the Ubuntu Advantage program, as memory serves. It's now named different, though it's free for several devices.
From what I've read, they could just be out of space. I'm stepping out for the evening, however.
