regdb WIFI minimum power

On inet I found that you can not set power less than what it is in regdb. So. If in my regdb power is like this

i.e. (2400 - 2494 @ 40), (N/A, 33), (N/A)
there is N/A on minimum power setting, that means power can not be set less than 33. In fact it can only be 33....or as it often happens, maximum that adapter supports. My adapter supports 17dbm for example.

So the question. How do I edit my db so that I can specify minimum power. I have tried (2400 - 2494 @ 40), (1, 33), (N/A)
to no avail. When I type make it wont' make. Says there is error in power.

What gives? What am I doing wrong??
