Performance/responsiveness loss

I have a laptop - Acer Aspire 5050 with the following specs:
  • CPU: AMD Turion 64 X2 TL-50
  • GPU: ATI Radeon Xpress 1100 (200M)
  • RAM: 4 GB
The problem is that new Linux has significantly lower overall responsiveness and performance compared to an older one.
I currently have a fresh installation of Arch Linux (with both "mesa" and "xf86-video-ati" packages for acceleration; xfce4 desktop), but the problem exists even with the last year's Xubuntu (18.10) with default settings. By the older one linux, which I'm comparing to, I mean Xubuntu at aroud 2015. I think I also tried recently with 14.04 and it worked alright.
What could be the cause of the problem? Can it be fixed/improved?
 


Looking up the processor, it looks like it was current back in 2006, which was 13 years ago. Xubuntu 14.04 was from 5 years ago (2014) so it could have run well. A LOT has changed and requirements have gone up with each year that passes. So it's very likely that installing a current Xubuntu on it would run slowly. You may want to look at lighter distros. I hear a lot of people suggest Puppy Linux for older hardware.
