Not shutting down properly, Mint 19.3, version 4.4.8, kernel 5.4.0-42-generic

When I click 'shut down,' the computer acts as if it is shutting down. Then I notice it is still on. The screen is black but the computer is definitely on. The only way to fix this is to hold down the power button until it turns off.

I usually have the lid closed and projector connected. I have the option set to do nothing when the lid is closed. What lets me know it's still on is the light on an external hard drive that stays on. In Previous versions of Linux, this hasn't happened.

It doesn't always happen. I noticed if I turned off the projector it wouldn't shut down properly. So now I wait till it's shut down before turning off the projector. Even then, it doesn't shut down about half the time.

Any idea how to fix this? Is there something I can install or some commands to enter in Terminal that would correct this?
