Newbie Question: How to make wine run an application?

I am trying to go by a tutorial I found on installing Vortex, a mod-managing tool for Skyrim and other games. When I type in wine file:///home/user/Downloads/Vortex-1-0-16-15-1544094539.exe it says
cannot find 'file:///home/user/Downloads/Vortex-1-0-16-15-1544094539.exe'

What am I doing wrong?

My Wine version is
wine-3.0 (Ubuntu 3.0-1ubuntu1)

I'm running Linux Mint 19.1 Mate

1st: Got Wine.
Also going by itsfoss I can't even create a wineprefix
"$HOME/.wine/c_drive"
"bash: /home/user/.wine/c_drive: No such file or directory"

2nd: Can you even use playonlinux to install an application? I tried and it just does nothing.

Also with howtogeek I right click on the .exe and don't see anywhere it says
"Open with Wine Windows Program Loader"

but I do get an option to open with PlayOnLinux and it still does nothing
 
I've only used Play On Linux and that was years ago and after I installed POL I picked through the app menu and found the program I wanted and selected it where it then installed and ran.

Please be patience and I'm sure that someone who knows will be able to help.

My apologies for being unable to offer some help. :(
