I sometimes have such problems with Linux and my machine that only a real kernel developer can answer my issues. I have been able to find some people regarding their profession on the internet that I have been able to ask help from.

So, does anybody have a contact of one? I don't mean literal phone of course, but something like reddit, discord, etc. Also, are there official ways to get help from one? I have heard about the Linux mailing list, but I am not sure if that is proper for my need.

A lot of the developers hang out on GitHub.

This is where they join open src projects and have discussions about upcoming and ongoing events.
I'd try there.

And, our member @GatorsFan may be able to give you other ideas.

Is your hardware on your pc so new that the kernel can not support it?

What problems are you experiencing that need a Linux kernel developer to get involved?

Have you considered compiling a new kernel for your machine?

To answer you about the Linux mailing list's, it's been my experience with the mailing lists (Debian Security Team) that if there is a problem the dev team will send you an e-mail telling you details about the package, problem or vulnerability and if it's been fixed or not.

Most issues are solved by updating the system.
However; in some cases, they will explain how to update a certain package or packages.

Kernel devs are burned out.
Just by googling out the above you'll find out a ton of articles.
They lack young fresh blood (new devs) to learn kernel development to reduce the burden of older folks maintaining the kernel.
Younger devs also easily get criticized by older ones for their lack of skills so they'd rather develop something other than kernel.

This is what I've gathered by reading those articles, so I don't think any skilled kernel dev has time to answer your high level questions unless they really have no better thing to do or are just bored which according to these articles is very very unlikely so good luck finding them, at least for free.

The kernel documentation contains the email addresses of the authors of the docs and/or code who either are the developers or associated with them. For example, in relation to cpu-freq, check all the names of all the individuals in all the files in: https://www.kernel.org/doc/Documentation/cpu-freq
