My thoughts on the Win. 10 release and new Privacy Policy

You can't assume that for sure. Possibly slightly safer.
He's referring to the lack of transparency that a closed-source proprietary operating system provides. Technically, you can't be absolutely sure that it is secure, since there is no source code readily available to audit.
Although only a few GNU/Linux operating systems are fully open source (here's a list), most Linux distributions are free (as in beer, not necessarily freedom).
Be aware though: if you have any fancy hardware (like certain Apple computers), you may not be able to take advantage of what GNU/Linux has to offer. This is especially true for the FOSS operating systems mentioned in the previous link.
 
The Microsoft user agreement in Windows 10 is why I switched to using Linux. Agreeing with that users agreement is waving your 4th and 5th amendment rights. I would question changing settings in Windows 10 would actually regain your privacy based on that user agreement.
