Hi,
I installed Mint 22.1 Mate, yesterday (previous dual boot Mint 20.3/Win10)
Here's the story;

Device: HP Compaq Elite 8300

Problem 1: Uncommanded restart
Problem 2: Can't open compressed encrypted zip/7z files

Dual boot Mint 20.3/Win10 Desktop.
Erased Linux Root, Home, Swap partitions.
Rebuilt same Linux partitions, then installed Mint 22.1
No problems except usual GRUB not seeing Windows, fixed eventually.

On three occasions now, I have shut down PC, only to return a few hours later
to find the PC on, with large Linux login type screen to login, change user, etc.

To shut down PC, I logged in then shutdown again via a Launcher shutdown icon on Desktop.

And, this issue still has not been fixed since Feb 1, 2024 (works fine on Mint 20.3) Can't open compressed encrypted zip/7z files.

the zip file seems like you just need a different unzip program. zip files can be finicky. As for the power I would think perhaps the acpi is obsolete. You can either upgrade the bios (something I do not suggest lightly), or find a way around it like I did using a wifi switch for power.
As for the dual boot. I see the issue. You are using grub and that is a problem. Windows hates grub and will take every opportunity to mess it up. Take a look at an article I wrote https://www.linux.org/threads/dual-and-multi-boot-systems.47320/

This option eliminates grub from the mix and makes updates safe even in windows. It also makes changing out drives a breeze since you never mess with grub.
 
I found a solution to the zip problem in Peazip. The random restart was/is a Windows issue ("Allow wake timers") I will wait a couple of days to see if the PC stays off whenever it's shutdown.
 
The restart problem remains. This morning the PC was on, again. I've tried some more recommendation and will wait to see if they work. The solutions offered are all in Windows not Linux, and involve changing power/sleep/adapter settings.
 
Go into bios and turn off fast start (Linux bios)
 
turn off both windows quick-start [ fast boot] and secure boot [both in the bios/UEFI], and do a full power re-boot [not re start]
 
BIOS Power-on option was enabled for every day of the week. I disabled it and will wait for 24 hours to see if this solved it. Thanks for the replies.

Fast Boot....wait the 24 hours before attempting this

To disable Fast Startup, press the Windows Key + R to bring up the Run dialog, type powercfg.cpl and hit Enter. The Power Options window should appear. Click "Choose what the power buttons do" from the column on the left.

Scroll down to "Shutdown settings" and uncheck the box for "Turn on fast startup".

The problem was the Power-On option in BIOS. Everything now OK.
