Reinstalled Linux MX. Downloaded and installed Pantum P2200 deb driver from the web site as it was not on the list of drivers in the package. When I want to print it tells me " Could not start printer. Check your printer configuration". Cannot get it going, even though it did work on a previous MX installation.

open print manager, look to see if the printer is there and it is selected [green tick]

I've never heard of that manufacturer before, but here's what I could find:
- this is the most recent copy of the driver I could find: https://aur.archlinux.org/packages/pantum-driver
- extract the deb to wherever
- sudo dpkg -i pantum_1.1.123-1_amd64.deb
- sudo service cups restart
- add the printer (section 3.12 --> https://raw.githubusercontent.com/MX-Linux/mx-docs/master/mxum_en.pdf)
That is the driver I downloaded. When you left click in it the deb installer installs it.

This is my debugging report.

like I said, I've never heard of this manufacturer before - so I have zero experience with it, but looking through the logs, I see a bunch of issues on page7:
"
Page 7 (<troubleshoot.VerifyPackages.VerifyPackages object at 0x7f96180990d0>):
{'packages_verification': {'cups': ['package cups is not installed'],
'foomatic': ['package foomatic is not installed'],
'gutenprint': ['package gutenprint is not '
'installed'],
'hpijs': ['package hpijs is not installed'],
'hplip': ['package hplip is not installed'],
'system-config-printer': ['package '
'system-config-printer is '
'not installed']}}
"

I'd recommend checking distro specific forum --> https://forum.mxlinux.org/viewforum.php?f=104, trying a different distro (ideally not a debian derivative like MX is), or reaching out to the manufacturer for support.
