Launch application in specific location on-screen

I'm using Ubuntu 20 via Andronix, Linux on Android.

My desktop environment is Xfce, but I also have the option of Lxqt.

I would like to launch an application in a specific place on-screen, with a command line command. For example, I could say, "launch Firefox at workspace 7", or, "launch Gvim in the current workspace in the bottom half of the screen".

I read devilspie might offer this kind of functionality, but it seems like it's not currently maintained anymore. I am also learning more about wmctrl. In the examples in the docs, it seemed to provide some window control, but not specific location placement.

What is the best modern tool for this? Is there a better tool on a different distro or desktop environment?
