Internet check 'Watchdog'

I Have a RPi serving internet through a normal HomeLAN.
To gain access to internet, have to login on a page (FONera);
Sometimes it get down, and have to reboot, open the browser (already with the credentials) and reconnect...

Is there a way, or script, that check when internet is down (trough an system event analisys, and not using cron), and JUST auto reboot, open the browser, and close it 10sec later?
 


Ping google, if the pings are dropped do a shutdown -r now, as for opening the browser you can call the browser from the command line, sleep for 10 seconds and the kill the process.
