Welcome to the forums,
If you have the necessary skills and experience to install Kali [without assistance] you can install it on any 32 or 64 bit machine,
If you don't have the experience, then you won't be able to install it on Any machine.

There's a comprehensive comparison of speed for celeron processors compared to other intel processors at: https://en.wikipedia.org/wiki/Comparison_of_Intel_processors, where you would notice that the celeron clock rate ranges from 266 MHz - 3.6 GHz, so it all depends on which celeron one has. So the answer I guess to your question is yes.
I vote "Maybe." Not enough details as to machine specs. Maybe, if one maxes out the RAM or has decent amount of RAM with one of the faster Celerons.

You can. I have installed kali on my secondary laptop with Intel(R) Celeron(R) CPU N2830 @ 2.16GHz processor with 2 Gb of ram and it will run fairly smooth
Note: if you have less experience in Linux then kali is not your cup of tee
Kali is meant for pro (fairly pro) users and not made for newbies in linux
