I would like to do a clean install of Linux on a Windows 7 laptop and then install tails.

Which Linux distribution should I use?

It looks to me like Tails is installed on and run from a USB drive. It shouldn't matter what you install on the laptop.

It is, therefore, quite impossible to *guess* your laptops specs.

This question is like, "I would like to replace the engine in my two door car. Which engine should I use?"

I re-wrote your question. Tell me if this is right:
"I have an old Windows 7 laptop. I would like to install a desktop version of Linux on it for ordinary use, and also have a version of Tails to run on it when I want tight privacy. What do you recommend?"

@Condobloke reminds you that it helps to know all the detailed specs for your Windows 7 laptop.

@MattWinter reminds you that Tails is a specialized privacy-oriented version of Linux. It is designed to boot from a USB drive on purpose, so you do not leave any forensic evidence on your laptop itself. Here is more information about it:

Welcome to the forums
If it's a Windows 7 laptop then almost any distribution for daily use, although as it is now in middle age, I would recommend you keep to a medium or lightweight distribution.
