So I need help I'm getting a pc to build and I want to put Ubuntu on it but I don't have internet. I downloaded the file at my school and I did a little digging and I put it on a DVD-r but I'm not sure if it's going to work and I'm not using any other Linux unless if there is no other way.

If in your digging you discovered that you need to select the Linux .iso file and use the "burn image" feature of your DVD burning software, then your DVD will probably work as long as you got a complete download. If you did not use the "burn image" feature and instead just "copied" the file to DVD, then it will not work... because it will not boot the computer. It has to be bootable in order to install it to your new computer.
