If I allocate 20GB partition for ubuntu, does that mean I can't install anything more than 20GB?

dual boot isn't recommended by many. I need a new old laptop to test linux and learn it.
You can test Linux in a VM or run it LIve on a USB Flash Drive.....no need for a new laptop unless that's what you really want to do.

I don't know why, I have been running multi boot drives for years [especially for testing] and never had any problems at all.

Dual boot isn't recommended for two reasons...windwoes kills the Linux boot loader and it allows microsuck access to your computer.

I don't dual boot for those reasons...a VM doesn't have these problems as it's isolated and is a file not a Drive.
